The capture flagged this as `[unverified-quant]` — it was seen only in Tier 2–3 secondary quotes, and the primary GAO PDF blocked automated fetch.

## Why it matters

If confirmed, the ~9% figure is the strictest published estimate of Patriot's actual warhead-kill rate in the 1991 Gulf War — materially lower than the Army's revised 52% and its heavily hedged 40%-high-confidence subset (see [[claim-patriot-army-effectiveness-claim-collapsed-from-96-to-52-percent]]).
