rests centrally on a quotation from Hamid Foroughi and Ismael Al-Amoudi,
"Collective Forgetting in a Changing Organization" (*Organization Studies*
41(4):449-470, 2020). At capture time, both the SAGE full-text host and an
SSRN-hosted PDF returned HTTP 403; the quote as recorded was "reproduced via
abstract-aggregation," not obtained by direct fetch or `extract_pdf` against
the primary document. Per the vault's quote-provenance rule, that means the
quote is not sourced yet, however plausible it reads.

**What to read.** The full text of Foroughi & Al-Amoudi 2020, via
institutional/library access, a working SAGE or SSRN route, or Wayback
Machine.

**What to confirm.**
- The exact wording of the "unusable"/"uprooted" two-process definition of
  collective forgetting, in context.
- Whether the paper explicitly cites Maurice Halbwachs as its theoretical
  framework (this also partially bears on
  [[question-verify-halbwachs-direct-lineage-into-portelli]]).

**On success.** Replace the `source_quote` and confirm `source_tier` can
stand as directly-read Tier 3 (or reassess if full text changes the
reading); clear the `[unverified-quote — needs direct read]` flag and
consider promoting the note past `seedling`.

**Progress 2026-07-28 (cross-model audit; still open).** Two developments,
neither sufficient to close under the quote-provenance rule:
- The Semantic Scholar API record for DOI 10.1177/0170840619830130 returns
  the publisher abstract, and the two-process sentences match the claim-note's
  quote *verbatim* — independent-aggregator corroboration that the quote is
  the paper's own abstract text, not a summarizer's invention. Still an
  aggregation layer, so the flag stands.
- A direct-read route exists: the University of Portsmouth research portal
  hosts the accepted manuscript at
  https://researchportal.port.ac.uk/files/13461510/FOROUGHI_2019_cright_OS_Collective_forgetting_in_a_changing_organization.pdf
  — but it returned HTTP 403 to both `extract_pdf` and plain fetch on
  2026-07-28 (as did SAGE). Try browser-mediated or Wayback retrieval next.

**Progress 2026-08-03 (still open — no new resolution).** A wider search
session tried eight distinct hosts and roughly a dozen URL variants —
SAGE, SSRN, the Portsmouth deposit (both a `.../files/` and `.../ws/files/`
variant), a second green-OA deposit at Cardiff University's ORCA repository
(landing page, direct eprint path, and OAI-PMH `GetRecord`), ResearchGate,
University of Warwick WRAP (two candidate records, one a different Foroughi
paper misidentified by search), academia.edu, and a Wayback Machine check
against all three primary URLs — and every route 403'd, 404'd, or came back
with no archived snapshot. This extends rather than reverses the 2026-07-28
finding; no new access route was found. Unpaywall's API independently
confirmed the same two green-OA locations (Portsmouth, Cardiff) already
known to be blocked, and Unpaywall + Semantic Scholar now agree with each
other on the abstract wording — a second aggregator matching the first, still
not a primary read. The Halbwachs-citation question (does the paper's body
text, not just its abstract, cite Halbwachs by name) is likewise still
unconfirmed; no route reached in this session surfaced the reference list or
in-text citations. **Recommendation for future sessions:** per the vault's
2026-07-27 no-network-in-promotion decision, don't re-run this fetch sweep
again — the routes above are now confirmed dead across three sessions
(2026-07-27/28, 2026-08-03) and re-attempting them is exactly the repeat
tooling-gap logging that decision asked sessions to stop doing. The
remaining paths are non-automatable: interlibrary loan/institutional access,
a human-mediated ResearchGate "request full-text," or Cardiff ORCA's
