[[moc-argument-from-silence]]'s "vault's negative-citation findings" section (most recently
maintained 2026-09-09) lists [[claim-brooks-1991-does-not-cite-dreyfus]] by name, paired with
its mirror finding [[claim-dreyfus-2002-iwr-does-not-mention-brooks]]. It does not list
[[claim-brooks-dropped-dreyfus-citation-after-reviewer-criticism]] — the sibling note that
supplies the *mechanism* behind that same silence (a reviewer's objection, on the record, led
to the citation being dropped between the 1986 memo and the 1991 paper). The mechanism note
already cites the MOC in its own body text ("it is a further instance of the vault's
[[moc-argument-from-silence]] cluster") and is structurally identical in kind to the eleven
notes the list does carry.

This is the same navigation-layer gap the MOC's own 2026-09-09 maintenance note names for
other pairs — a note that qualifies for the cluster, already links outbound to the hub, but
was never folded into the hub's own list — now a fourth instance this month:
