Promoted `10-inbox/raw/2026-09-17-does-rufus-isaacss-own-1951-rand-report-p.md` — a verification session on the still-open [[question-verify-isaacs-rand-colleague-roster-primary]], the third session running to chase down whether Isaacs, Nash, and Blackwell were direct RAND colleagues or just co-listed alumni of different eras.

**What I promoted.** One new claim-note, [[claim-isaacs-1951-rand-paper-names-no-colleagues]]: Isaacs's own 1951 P-257, unread through two prior sessions, turned out to be recoverable — the earlier "rand.org blocked, no Wayback capture" note was a wrong-guess artifact, not a real dead end. The PDF sits one folder-number off from the path guessed on 2026-08-22 (`2006` vs. `2008`). Read in full, it names no colleague at all, but I kept the finding honest in the note itself: an eight-page proof about a homicidal chauffeur has no occasion to thank anybody, so this is a weaker negative than Blackwell's or Nash's, which both surveyed their own social worlds and still came up empty. Also promoted a new entity hub, [[entity-j-d-williams]] — J. D. Williams clears the person test cleanly (real, RAND math-division head, the one contemporary name Nash's own report actually confirms) and was already recurring across two existing claim-notes before this session. I appended dated update lines to the three entity pages this thread keeps touching — [[entity-rufus-isaacs]], [[entity-john-nash]], [[entity-david-blackwell]] — since all three already carry running logs of this exact investigation and staying silent on a session that moved it forward would have been the wrong kind of quiet.

**What I skipped, and why.** Two of the capture's three "claims" were access failures, not knowledge: the 1969 JOTA retrospective's abstract is free but its body is paywalled, and DeGroot's 1986 Blackwell interview is still behind the identical Incapsula wall the 2026-08-23 session hit on the same URL. Neither is a distinct atomic claim worth a permanent note — a second confirmation of an unchanged block doesn't teach the vault anything new. I folded both into a 2026-09-17 progress line on the open question instead, where "still blocked" belongs, and logged the winnowing reasoning in the capture's `not_promoted:` list. The question itself stays open — three of the four named candidate primaries are now exhausted without a positive result, and the remaining two (JOTA body text, DeGroot interview) are the only plausible paths left to close it.

**What felt off.** Nothing structurally wrong with the capture's own sourcing — all four sources are exactly what they claim to be, tiered honestly, quoted from direct reads rather than summaries. But I noticed two gaps in the vault's own bookkeeping while working this: `sources.md`'s rand.org known-blocked note still says the 2026-08-22 P-257 attempt "did not recover it," which is now stale, and there's still no known-blocked entry anywhere for the Project Euclid Incapsula wall despite two independent sessions hitting it. Neither is this promotion's job to fix — I flagged both in `00-meta/seek-flags.md` as `[spec]` so a future session doesn't re-litigate either one.

No network tools attempted or logged as gaps — this was a pure-judgment promotion over already-captured material, per the standing design.

Second promotion this session: `10-inbox/raw/2026-09-17-hop-jingle-fallacy-traces-to-aikins-not-thorndike.md` — a bipartite hop that started from [[entity-jingle-fallacy]]'s own flagged gap ("neither Thorndike's nor Kelley's primary has been directly read") and, by finally reading Thorndike's 1904 text, found a correction sitting in plain sight: Thorndike doesn't coin "jingle," he cites it, crediting "Professor Aikins."

**What I promoted.** Two claim-notes and one new entity hub. [[claim-thorndike-1904-attributes-jingle-fallacy-to-aikins-not-himself]] carries the verbatim, Tier 1, quote_check-grounded correction. [[claim-aikins-1902-paronymous-terms-chapter-omits-word-jingle-partial-read]] is the honest, scoped negative from chasing Aikins one hop further: his own 1902 chapter argues the identical concept but the word "jingle" isn't in the thirty pages read — kept at seedling with an explicit partial-read flag rather than rounded into a false confidence either way. [[entity-herbert-austin-aikins]] gets a new hub page: he's real, he's the actual credited root of a term this vault treats as a load-bearing diagnostic, and he'd had zero vault presence despite being named in the coining sentence itself since the hub's creation — an easy call on the entity-promotion test. I also went back and touched three existing pages rather than let a known correction sit unwritten: [[entity-jingle-fallacy]] and [[entity-edward-thorndike]] both credited Thorndike alone with the 1904 coinage in their opening prose, and [[entity-truman-lee-kelley]]'s body repeated the same error in passing while describing his own 1927 term. All three now carry dated, additive correction lines rather than silently rewritten prose — the discipline Cali asked for in July, applied to three pages in one pass instead of the usual one.

**What I skipped, and why.** andifugard.info's rendering of Kelley (1927) — "Dr. Thorndike quotes Professor Aikins..." — is exactly the kind of quote the sourcing floor exists to catch: specific, well-formed, plausible, and sourced only through a Tier 2 secondary's paraphrase rather than a direct read. It doesn't get its own claim-note; it's folded into the new question as a lower-priority lead instead. I also chose not to write a third, separate "observation" note synthesizing the meta-point ("a diagnostic for shared-name-hides-different-referent had itself never checked its own named primary") — that observation lives in the first claim-note's commentary callout instead, since `entity-jingle-fallacy` already carries an unusually long changelog of exactly this kind of audit-pattern finding and a near-duplicate note would have been more noise than signal.

**What I routed.** One question, [[question-verify-aikins-1902-full-text-for-word-jingle]] — it's load-bearing for the partial-read claim (does "jingle" ever appear in Aikins's remaining ~400 pages?) and folds in the Kelley-1927 lead as a secondary path. I did *not* open a second question for reading Kelley's primary on its own terms, even though it's the other half of the hub's long-flagged gap — nothing I promoted this session actually rests on it, and the intake discipline asks for load-bearing doubts, not every interesting loose end.

**What felt off.** The capture's own sourcing was clean — direct reads, verbatim quotes, an honestly scoped partial-read flag already in place before I touched it; nothing to correct there. What felt off was upstream of the capture: the 2026-09-03 warden reconciliation pass on this exact hub had declared its tracking "complete" after checking all 39 notes citing an "embedding false friend" verdict — and that pass was right, on its own terms, but its terms were internal consistency, not factual accuracy against the primary sources the hub names. The hub's wrong attribution sat through that entire audit untouched, because nothing was checking that layer. I flagged this as a `[spec]` line in `00-meta/seek-flags.md` — a hub's tracking-completeness and a hub's correctness-against-sources are different audits, and right now only the first one runs.

Third promotion this session: `10-inbox/raw/2026-09-17-what-genuinely-connects-the-cosine-pairing-between-olsders.md` — a thirteenth-generation instance of the vault's own "does this cosine pairing connect anything real" hop, this time comparing [[observation-olsder-greenhalgh-2003-narrative-structure-cosine-pairing-is-embedding-false-friend]] (a false-friend verdict) against [[observation-kelly-luccioni-garfield-seglen-steck-cosine-pairing-is-confirmed-bridge]] (a confirmed-bridge verdict) at cosine 0.87.

**What I promoted.** One observation note, [[observation-olsder-greenhalgh-kelly-luccioni-garfield-seglen-steck-meta-pairing-is-embedding-false-friend]] — a plain false friend, on four legs: opposite verdicts sharing only vocabulary and template; a recursion-level mismatch compounded by the fact that the bridge note is *already* known to be a structurally anomalous cross-kind hop; grounding that touches the same Steck arbitrariness paper but at asymmetric depth (frontmatter-cited-with-quote on one side, generic in-body wikilink on the other); and zero shared entity, era, or domain at the object level. The capture's four `## Claim` sections were legs of one verdict, not four separate atomic claims, so I kept the vault's own established convention for this genre — one note per pairing, all supporting tests inside it — rather than manufacturing four thin files. I also appended a dated changelog line (and a References line) to [[entity-jingle-fallacy]], logging this as the hub's twelfth meta-level hop and folding in the running tally the capture's own further-leads section asked for, since the hub's changelog already *is* that tally.

**What I skipped, and why.** Nothing else needed its own note. The capture's two further-leads (watch for a second cross-kind bridge; build a dedicated tally note) are exactly the kind of "worth watching, not worth a promise" item the question-intake discipline warns against turning into a 50-questions entry — no kept claim rests on either, and the jingle-fallacy hub's changelog already discharges the second one on its own. I checked the three named entity candidates that already have pages (Steck, Olsder, Greenhalgh) and found nothing this capture teaches about any of them beyond what their pages and the two 2026-09-04 source notes already record — a pure meta-vault bookkeeping comparison doesn't generate new biographical or technical fact. Logged as "checked, not missed" in `not_promoted:` rather than silently skipped.

**What I routed.** No new question. The capture's [unverified-quant] flag on the seed cosine value is the same standing `vault_bridge`/`vault_novelty` tool-access gap logged repeatedly on `00-meta/seek-flags.md` since 2026-08-22 — I carried it into the new note's `audit_status`, as every sibling note in this lineage does, and did not re-log it as a fresh gap. This capture didn't originate from an open question in `50-questions/`, so there was nothing to rule on for closure.

**What felt off.** Nothing about this capture's own sourcing — both inputs are Tier-1 vault documents, each already carrying honest provenance, and the capture's method (direct textual comparison against the vault's own established meta-pairing tests) matched its four siblings exactly, including doing its own bridge-seed check against `10-inbox/raw/` before writing. What's worth naming plainly, though — and my new note's commentary says this too — is the shape of the whole lineage now: four false-friend verdicts and one two-species verdict against exactly one confirmed bridge, all generated from a small, self-similar titling template. That ratio is itself the finding. It doesn't mean any individual verdict here is wrong — I re-ran the tests myself rather than trusting the pattern — but a diagnostic that keeps firing "false friend" against its own sibling notes is doing exactly what it's for, and it's worth someone eventually asking whether the template is manufacturing candidate pairings faster than the vault can usefully adjudicate them.

No network tools attempted or logged as gaps — pure-judgment promotion over already-captured vault material, per the standing design.

**Drafting session — chose the Kolmogorov-Arnold thread.** Surveyed the yes-leads in `seek_draft_leads.md` first, as the session asked. Five sat unsettled: hammer-nail-parry, normal-accident-theory, simon-ehrlich-wager, kolmogorov-arnold-networks, and today's jingle-fallacy. I read the KAN, Simon-Ehrlich, and normal-accident hop notes and their claim clusters. Drafted the KAN one — `70-drafts/a-proof-is-not-a-recipe/draft.md` — and marked its lead `(drafted 2026-09-17)`.

**Why this one, now.** It's the most Seek-shaped lead on the board: a genuine cross-time bridge (a 1957 theorem answering an 1900 Hilbert problem → a named 2024 neural architecture) landing squarely on AI, which is exactly the hook type the voice spec calls uniquely mine and hardest for a domain specialist to see. And it had a *real thesis*, not a summary. The three claim-notes ([[claim-liu-2024-kan-paper-names-architecture-after-kolmogorov-arnold-theorem]], [[claim-arnold-1959-thesis-resolved-hilberts-13th-problem-under-kolmogorov]], [[claim-kan-paper-prior-attempts-stalled-without-modern-tooling]]) let me build the piece around a distinction the paper gestures at but doesn't name: the Kolmogorov-Arnold theorem is an *existence proof*. It swears the single-variable pieces exist; it never hands them to you. That's why it sat for 67 years — and what changed in 2024 wasn't mathematics but a tool (backprop learning the spline functions the theorem only promised). A proof is not a recipe. That framing is my synthesis, and I flagged it as mine inside the draft rather than putting it in the paper's mouth.

**What I drew on beyond the three core notes.** [[backpropagation-gap]] and [[entity-seppo-linnainmaa]]/[[claim-werbos-backprop-from-freud-own-account]] for the vault-native turn near the end: this is a tooling-gap story like Linnainmaa's and Werbos's, but with no misattribution to excavate — the KAN authors tell on themselves ("we had backprop, they didn't"). That "honest version of a story I usually have to dig out" beat is what made it worth *my* writing and not just anyone's.

**What I deliberately left for later.** (1) The refs [9]-[16] in the KAN paper — the actual prior 1980s-90s Kolmogorov-Arnold neural-net attempts — unread; I named that as the next hop in the draft's own ending rather than faking coverage. (2) The other four yes-leads stay unsettled by choice, not neglect: normal-accident-theory carries an unresolved auditor feedback note (Perrow "system accident" vs "catastrophic normal accident") that wants addressing before it drafts cleanly; simon-ehrlich-wager and hammer-nail-parry are both live and postable but less Seek-shaped than this one; the jingle-fallacy lead is fresh from today and more of an internal-hub correction than a public essay. One draft, done well, beats five thin starts.

**Composition notes.** Plain-post container, existence-vs-construction as the spine, one flat payload line on the void ("The theorem didn't wait for a better mathematician. It waited for a way to find what it had already proved was there."), three real brackets (Arnold's age/incentives, the reread-catch on "existence proof," the tangled-origin-of-backprop next-hop). Zero Cali mentions — the piece is far from shared collaboration territory and forcing one would have been decorative. Phase 11 abstract (prose register — the piece is single-threaded enough not to need bullets), 11b insight, and a Phase 12 hero: nothing photographable here, so an Owen Jones *Grammar of Ornament* plate (rule 1c abstract) — captioned literally, chosen for the quiet rhyme of simple units composed into a complex whole.
