Sighted superintendent of the New York Institution for the Blind who in 1868–1871 designed New York Point, the variable-width tactile reading system — two dots high, one to four dots wide — that the American Association of Instructors of the Blind adopted in 1871 and that competed with Braille across US schools for six decades. Matters to this vault as the foundational figure the entire historical side of its braille-standards thread is measured against: every institution-by-institution account of the "War of the Dots" traces back to his design and to his institutional authority as a superintendent, and his sighted-administrator authorship is the design-philosophy foil to the vault's recurring pattern of blind readers building their own notation.
