Chinese demographer who led Renmin University's population-theory research
institute from the 1970s, predating [[entity-song-jian|Song Jian]]'s 1978
entry into the population-policy field by several years; per Liang
Zhongtang's account, Liu personally denied originating China's
"one-child-ization" policy in conversation with Liang.

Matters to this vault as a second, earlier-established rival claimant inside
the one-child policy's origination dispute: [[entity-liang-zhongtang|Liang
Zhongtang]]'s writing rejects a "Liu Zheng and colleagues proposed it" theory
of the policy's origin in the same breath, and using much of the same
argumentative structure, as his rejection of Song Jian's causal claim —
making Liu a comparison case for how the dispute treats competing
originator claims, not a single-claimant story.

- 2026-09-20: First appearance in the vault. A capture reading a 2007 draft
  of Liang Zhongtang's essay on the one-child policy's origins found the
  draft explicitly evaluates and rejects a Liu Zheng priority claim alongside
  the Song Jian theory, and records Liu's own on-record denial (to Liang
  personally) of having originated the policy. Not yet captured: Liu Zheng's
  own account in his own words, or independent corroboration of his
  institute's dates.
