Head of the RAND Corporation's mathematics division in the early 1950s, and author of *The Compleat Strategyst* (1954), RAND's popular introduction to game theory.

Matters to this vault as the administrative figure both [[entity-john-nash|John Nash]]'s and [[entity-rufus-isaacs|Rufus Isaacs]]'s RAND-era work sat under: Nash's own 1952 report D-1164 names him as its direct requester ("This report is stimulated by a request from J. D. Williams for examples of games"), making him the one contemporary name a Tier-1 primary in this cluster actually confirms, in contrast to the still-unconfirmed direct-colleague bridge between Isaacs, Nash, and David Blackwell.
