Soviet number theorist (1891–1983) and, from 1956, longtime Chairman of the
Soviet National Committee of Mathematicians — the body that controlled
Soviet delegations and travel to international mathematics congresses.

Matters to this vault as the figure both Sergei Novikov's memoir and an
independent 2020 MacTutor account (drawing on Olli Lehto's official IMU
history) identify as the more central, KGB-linked orchestrator of the
antisemitic exclusion campaign that

describes — with Lev Pontryagin cast, especially in Novikov's account, as
the more exposed, less powerful front man who later took public blame for
it. Independently confirmed (Notices of the AMS, November 1978, quoted via

the choice of all Russian lecturers and medal winners" at the ICM.

- 2026-08-25: A direct read of Olli Lehto's *Mathematics Without Borders*
  (Ch. 10.1) adds a Tier-1 primary source, independent of Novikov's memoir,
  for Vinogradov's role in the antisemitic institutional campaign: a
  November 1979 Moscow protocol he signed, with Czesław Olech as the Polish
  counterparty, records him and Pontryagin accusing IMU consultative
  committees of being influenced by "the openly racist propaganda of the
  Zionists."

- 2026-09-21 (propagation-repair): the signatories of that November 1979
  protocol are corrected in the entry above. *Was:* "a November 1979 Moscow
  protocol he jointly signed with Pontryagin." *Now:* a protocol signed by
  Vinogradov and Olech, with Pontryagin recorded as holding the position, not
  as a signatory. Per the CORRECTED 2026-08-26 cross-model audit of
  [[claim-vinogradov-pontryagin-1979-protocol-accuses-imu-committees-zionist-propaganda]],
  re-extraction of the same PDF reads at p. 215: "The protocol of the
  negotiations, signed by Vinogradov and Olech, contained six points," point 1
  then recording that "Vinogradov and Pontryagin noted" the discrimination.
  Vinogradov's own signature, the quoted phrase, and this page's reading of
  his role in the campaign are unchanged — the correction moves Pontryagin out
  of the signature line, not Vinogradov.
