pushing for a one-child policy," reportedly with the backing of Hua

policy's origin story who is largely absent from Song-Jian-centered
accounts — evidence that the push for a stricter policy had political
sponsors inside the Party independent of Song Jian's demographic

- 2026-08-09: Liang Zhongtang's own 2009 essay — independent of Whyte, Wang &
  Cai — names Chen Muhua specifically as chair of the State Council Family
  Planning Leading Group's 26-28 June 1978 "three-day meeting," which Liang
  calls the one-child policy's "instigator": a specific date, meeting, and
  Party document (Document No. 69) anchoring what the vault previously only

- 2026-08-28: Greenhalgh's 2005 China Quarterly article (p. 270) puts her
  on the record at the December 1979 Chengdu symposium itself: "Chen Muhua
  publicly endorsed the Song work. She also rebuked Liang and dismissed
  his concerns about damaging social consequences" — a direct, page-cited
  confrontation with Liang Zhongtang at the exact meeting where Song
  Jian's group first presented its projections, not just a general
  leadership role.

- 2026-09-05: A third, independent source now corroborates the June 1978
  meeting she chaired: Greenhalgh's separate 2003 PDR article names the
  same meeting, body, and "one is best, two the most" formula as Liang's
  essay, citing a 1980 Chinese population-studies article (Li Xiuzhen) that
  is neither Liang nor the leading group's own report — a citation chain
  independent of both existing accounts.

  the well-worn 2009 one) directly attributes the "一胎化" policy's origin to
  "the State Council Family Planning Leading Group, headed by Chen Muhua,
  implementing the spirit of Hua Guofeng's 1978 and 1979 government work
  reports" — the same leadership-centered attribution this page already
  documents, now independently restated in a second Liang text five years
  later.
