Braille-education advocate and attorney who, as manager of braille education programs at the National Federation of the Blind's Jernigan Institute, ran the NFB's campaign against states adopting "All UEB" math instruction at the moment of UEB rollout — authoring the December 2015 *Braille Monitor* essay "A Cry for Unity" and, later, standing as the attorney named in the site disclaimer of the BEAR advocacy site, whose organizationally bylined ("BEARadvocacy") 2022 count is the vault's most-cited modern Nemeth/UEB state roster. Matters to this vault as the named voice behind one of its load-bearing sources on the modern braille-code split and the responsible attorney behind the other, and the practitioner who named the historical "War of the Dots" directly, a month before rollout, while logging the earliest state-by-state roster the vault has located.

- 2026-09-20 (propagation-repair): The summary paragraph's BEAR attribution was
  corrected in place. Was: she authored "the BEAR advocacy site whose 2022 count
  is the vault's most-cited modern Nemeth/UEB state roster", and so was "the
  recurring named voice behind two of its load-bearing sources on the modern
  braille-code split". Now: the BEAR post carries the organizational byline
  "BEARadvocacy", and Cook Walker appears only in the site disclaimer as the
  attorney responsible for the site — so she is the named voice behind one
  load-bearing source (the 2015 *Braille Monitor* essay, her own byline) and the
  responsible attorney behind the other. Per the 2026-08-23 cross-model audit
  (auditor claude-fable-5) of

  which re-verified the quote and the 31+DC/7/11/1 counts against the live page
  and corrected `source_author` only. The 2015 essay's attribution to her, her
