Grigory Margulis was awarded the Fields Medal at the 1978 International Congress
of Mathematicians in Helsinki but was not permitted to travel to receive it. In
an online memoir, *Pontryagin: my comments concerning the worst period of his
activity*, the topologist and Fields Medalist Sergei Novikov — an eyewitness —
recounts that Lev Pontryagin, one of 24 members of the Soviet National Committee
of Mathematicians, took part in the decision that kept Margulis home, which
Novikov frames as one episode in a KGB-linked antisemitic campaign operating
through the Steklov Institute, the Academy, and the Soviet delegation to the
International Mathematical Union. Novikov quotes Pontryagin's own published
reply, in which he minimized his role: "No–said Pontryagin, I am not a
Chairman of that Organization, I am one of 24 members of it. The vote vas
24:0, so my share of responsibility is 1/24. Yes, it was my opinion. But the
vote was unanimous" — an admission of participation offered as an excuse.
The uncontested spine of the story — Margulis's medal and his enforced
absence from the ceremony — is independently confirmed outside Novikov in

Pontryagin's personal antagonism toward Margulis's selection is
independently corroborated too, but at a different level (the international
IMU Executive Committee, not this domestic National Committee travel vote)

This is a deliberate reversal of the vault's otherwise sympathetic portrait in
[[claim-pontryagin-worked-blind-via-mothers-spoken-symbol-glosses]]: the same
man who did first-rank topology and founded the Soviet maximum principle without
sight also used institutional power to exclude. The disability-accommodation
subject and the institutional gatekeeper are one person.

The exclusion sits in the same admissions-and-emigration machinery as

antisemitic pressure Novikov describes is repeatedly cited as a political-push
driver of the 1970s–80s Jewish-mathematician emigration wave — the earlier,
politics-driven precursor to the 1990s economic-push story the vault charts in

Because the reversal turns entirely on one eyewitness memoir's own decades-
later recollection of a document, rather than a fresh transcription of it,

*Science* reply, or an independent institutional record of the National
Committee's actual vote) is routed to
