The mechanism is decay plus dilution: short-to-medium-lived fallout isotopes
(cobalt-60 has a ~5.3-year half-life) work through the environment once fresh
injection stops, so newly made steel grows progressively cleaner. The
contaminant that created the scarcity is self-erasing.
