## Claim 1: no object-level connection exists between Brooks's 1986-91 peer-review episode and Werbos's 1970s publishing history

Comparing the two seed notes plus a targeted search ("Rodney Brooks" "Paul Werbos") found no documented contact between the two men — different decades, subfields, and mechanisms (a reviewer-prompted edit vs. a general self-diagnosis of publishing strategy). The cosine-0.85 resemblance is a genuine embedding false friend, the same verdict reached elsewhere for other high-cosine, no-shared-referent pairs.

## Claim 2: the real connection is that two vault hub pages cover the identical pattern and have never cross-linked

`moc-argument-from-silence.md` and `moc-attribution-and-origin-myths.md` never mention each other, and neither mentions the Werbos or Samet notes.
